year, the department of defense has been working closely with other agencies to understand where are the lines of responsibility when it comes to cyber defense? where do we draw those lines? how do those responsibilities get executed? as part of that effort, the department is now finalizing the most comprehensive change to our rules of engagement in cyberspace in seven years. the new rules will make clear that the department has a responsibility not only to be thin d.o.d.'s networks -- to networks, but to defend the nation and our natural -- national interests in cyberspace. these new rules makes the department more agile and provides us with the ability to confront major threats quickly. to execute these responsibilities, we must have strong organizational structures in place. three years ago, the department took a major step forward by establishing the united states cyber command. under the leadership of a four start officer who also served as the director of the national security agency, cyber command has matured into what i believe it is a world-class organization. it has the
're not better off. the president needs to do a full throated defense of his presidency and not allow governor romney to define his presidency for him. this helps significantly. >> and, chris, quickly do we hear mitt romney continue to say that president obama doesn't understand the economy? does this put him in a box? >> well, to some extent but governor romney is going to use his statistics to paint his picture and we saw that. and i think this is one of the things that i would, you know, strongly recommend to the obama campaign. romney was a blizzard of statistics in that debate but a lot of them weren't true. the president has the ability to use statistics to attack and undercut governor romney's arguments. he needs to go into the next debate. a lot of people are going to be watching given the last debate and he needs to go right at governor romney and completely destroy this notion that reinventing himself, let alone introducing and proposing the same policies are going to create a different outcome. he can definitely do that. we've seen that. >> right wing conservative talking points dyi
if the president's not on defense in some of these states. are we going to take a beating down ballot? that one debate performance turned the mood of republicans around? it's just one debate. there are two more debates to go. you heard governor romney, his tone and his tenor. senator obama stumbled many times back in 2008. he has stumbled here in that first debate in 2012. the test is, how do you recover? and governor romney is more confident and he's trying to address his weaknesses. gloria just noted, reaching for the middle. saying, i want to governor. i'm not going to lay out my entire tax plan, because i would have to negotiate with democrats a and republicans. trying to make it not just about big bird, but we can't keep borrowing from money to pay for things we can't have. trying to make that 47% go away. wolf, in my travels, in michigan a couple of weeks ago, and in ohio, middle class people who have struggled the past few years were deeply offended by that. so governor romney's smart to try to make it go away. >> i want everybody to stand by. we have much more to assess what's going on.
